Something that I did notice is that no one knows or has spoken to Philemon...is the name known to you?
It's rather strange...the name Philemon does not ring a bell for you. Yet if I speak of the Velvet Room and Igor, it does.

The simplest way to explain it in Igor's own words is that he is a servant of Philemon, tasked to guide Persona users in the right path and fuse cards to summon stronger Personas.
